University of Washington Fully Funded Scholarship 2027

University of Washington Fully Funded Scholarship 2027

The Evans School at the University of Washington Fully Funded Scholarship enrolls only four or five new PhD students a year, and it says every admitted student receives a funding offer when they are accepted. That makes this one of the clearest cases of University of Washington fully funded study, with one caveat for anyone searching for a scholarship: the money is a package of tuition, a stipend and health insurance that comes with part-time work as a research or teaching assistant. For autumn 2027 entry, applications are open and close on December 15, 2026.

The program is the PhD in Public Policy and Management at the UW Evans School of Public Policy & Governance in Seattle. Evans says it welcomes applicants from all areas of the world, so Pakistani applicants are eligible. Two points matter early for Pakistani readers. Evans does not accept IELTS or Duolingo as proof of English, which is stricter than the UW Graduate School’s own policy. And the GRE is not strictly required if you can show quantitative experience instead. As of October 10, 2026, the deadline is about nine weeks away.

What the Funding Offer Includes

  • Tuition, stipend and health insurance, paid through part-time employment as a research or teaching assistant.
  • A five-year package. The program page describes a five-year financial support package for each admitted student.
  • Conference travel support, also mentioned on the program page.
  • A funding offer at acceptance. The apply page says all admitted PhD students are provided with a funding offer at the time of their acceptance.

Evans does not state the stipend amount on these pages, and the package runs five years while the program is expected to take four to six. The pages do not say what support exists in a sixth year, so ask the admissions office if that matters to your plans.

What You Need to Submit

  • Application fee of $90, or a fee waiver request.
  • Resume covering academic, professional, volunteer or military experience, honors, and leadership roles.
  • Writing sample: a sole-authored piece of work, cut to 30 pages or fewer if it is longer.
  • Statement of purpose of 750 words or less. It covers your background, why you want this PhD, your expectations for your career, and how your research interests match the strengths of Evans.
  • Unofficial transcripts from every college or university you attended. Admitted students later send official copies for degree verification.
  • Three letters of recommendation, with at least two from faculty who know your academic work. All three should speak to your capacity for advanced research. You can name up to five recommenders.
  • GRE scores or a quantitative and analytic resume. You must submit official GRE scores or detailed information about your quantitative and analytic experience. GMAT scores are accepted in place of the GRE, but the GRE is preferred.
  • Proof of English, if English is not your native language (see the next section).
  • Two or three potential advisors whose research fits your interests, with one or two sentences on why. A research proposal is not required.

GRE scores must be sent from ETS to the University of Washington, institution code 4854. Evans highly recommends official GRE scores if you have not taken advanced math or statistics, or if that coursework is more than ten years old.

Before You Apply

Three small rules can decide the outcome. First, admitted students must complete a college-level calculus course before they enroll. The application asks about your calculus coursework, and if you have not taken it, you can explain your plan to do so in two sentences or fewer. Second, the quantitative evidence is flexible but must be real: either official scores or a detailed account of your analytic work. Third, Evans expects original application materials written without AI content generators, except minor editorial help. It says dishonesty can lead to denied admission, a withdrawn offer, or revoked funding, so the funding itself depends on this.

English Test Rules: Where Evans Differs from the Graduate School

If English is not your native language, you must show proficiency. The UW Graduate School accepts several tests, but Evans narrows the list.

Test or route UW Graduate School policy Evans School
TOEFL iBT Minimum 4.0, recommended 4.5 on the new scale (80 and 92 for tests taken before January 21, 2026) Accepted
Academic IELTS Minimum 6.5, recommended 7.0 or higher Not accepted
Duolingo English Test Minimum 115, recommended 130 or higher Not accepted
Degree taught in English Accepted, with official proof of English instruction and residency conditions Evans points applicants to the Graduate School’s full list of ways

Scores must be official, sent to UW, valid for two years, and valid on the day you submit. UW cannot make an offer before official scores arrive. Applicants below the recommended score who are admitted must take one or two UW Academic English Program courses in their first quarter, for an extra fee.

Do Not Book IELTS for This Application

IELTS is the most common English test in Pakistan, and the Graduate School accepts it, but the Evans School says it does not accept IELTS or Duolingo scores. If you are not exempt, plan on TOEFL iBT. If you use an English-medium degree instead, the Graduate School asks for official proof that all instruction was in English, and it requires that you lived on or near the campus for the whole degree. Online or mostly off-site study does not count. The proof requirement is waived only for degrees from a list of countries that does not include Pakistan.

Notes for Pakistani Applicants

What Pakistani Applicants Should Know

Evans welcomes applicants from all areas of the world and names no countries, and its pages describe no Pakistan-specific route. The English rule is the main practical point: TOEFL iBT, or a qualifying English-medium degree with official proof, and not IELTS. The transcripts you upload first can be unofficial, but you will need official ones later. The pages do not discuss visas, so use the UW Graduate School’s information for international students for that. Write to evansadm@uw.edu with any question about your own situation.
