Commonwealth Shared Scholarship 2027 | Fully Funded UK Scholarship
You cannot apply for a UK Commonwealth Shared Scholarship on its own. You apply to the Commonwealth Scholarship Commission (CSC) and also win a place on an approved one-year master’s course at a participating UK university, and it is the university, not one central panel, that chooses which candidates to put forward. For the 2027/28 round, the CSC application opens on Tuesday, November 10, 2026 and closes at 16:00 GMT on Tuesday, December 8, 2026.
Pakistan is on the CSC’s list of 43 eligible countries, so Pakistani citizens who live in Pakistan can apply if they also meet the rules on degree class, past study abroad and finances. As of October 30, 2026, applications are not yet open, and the CSC says the 2027 list of courses and universities will be published before the opening date. One warning about the page you may find first: the Shared Scholar Handbook is for candidates who have already been offered an award. It is useful later, but it is not the application guide, so this article uses both pages for what each can really tell you.

What the Scholarship Pays For
The CSC and the university share the cost, which is why the scheme is called Shared. This is what the scheme page lists:
| Item | What the CSC says | Who pays |
|---|---|---|
| Tuition | Full fees are covered by agreement between the CSC and the university. Scholars are not liable for any part of them | CSC and university |
| Airfare | Approved airfare from your home country to the UK and back at the end of the award. Fares for dependants and journeys made before the award is confirmed are not reimbursed | CSC |
| Living stipend | £1,712 per month, or £2,000 per month at universities in the London metropolitan area (rates at current levels) | University |
| Warm clothing allowance | Where applicable | University |
| Thesis grant | Towards preparing a thesis or dissertation, where applicable | University, funded by CSC |
| Study travel grant | Towards study-related travel in the UK or overseas | University, funded by CSC |
| TB test contribution | Where a test is required for the visa. Receipts are needed | University, funded by CSC |
| Child allowance | £622 per month for a first child and £154 for a second and third child under 16, only for widowed, divorced or single-parent scholars whose children live with them in the UK | Listed on the scheme page |
The Shared Scholar Handbook adds that the visa application fee and the Immigration Health Surcharge are waived if you answer yes to the visa form’s question about holding a Marshall, Chevening or Commonwealth scholarship. It also says the stipend rate may be revised every year and will appear in your Confirmation of Award letter, so treat the amounts above as current figures and not as promises for 2027.
Fully funded does not mean everything is covered. The CSC says its family allowances are only a contribution, that true costs are likely to be considerably higher, and that scholars must be able to top them up for any family who join them. The scheme page says airfare covers the trip to the UK and back, while the Handbook describes a one-way economy fare to the UK plus one UK train or coach fare. The two pages do not match, so ask your university which version applies before you plan your departure.
Who Can Apply
- A citizen of an eligible Commonwealth country, or someone granted refugee status there, who is also permanently resident in that country.
- Available to start studying in the UK by the start of the academic year in September 2027.
- Holding, by September 2027, a first degree of at least upper second-class (2:1) honours standard, or a lower second-class degree plus a relevant postgraduate qualification, usually a Master’s.
- Not having studied or worked for a year or more in a high-income country. Distance learning at a high-income country’s university while living at home is allowed, but you must say so in the form.
- Unable to afford UK study without this scholarship.
- Having provided every supporting document in the required format.
There is no age limit. People who work for or are close relatives of staff of the UK Government, the Association of Commonwealth Universities or the British Council, and current or former Commissioners and their relatives, are not eligible. Former employees may apply three years after they leave.
How the Application Works
There are two applications, and mixing them up is the commonest way to miss out. The CSC form does not get you a university place, and a place does not get you the scholarship.
| Step | What happens |
|---|---|
| Before November 10, 2026 | The CSC publishes the 2027 approved courses and participating universities. The course list and university links on the page still relate to 2026 |
| Before you apply | Check each university’s own admission rules and deadlines. The CSC says many courses have strict admission deadlines and tells candidates to ask the university when to apply |
| Admission | Apply and secure admission to your chosen course, separately from the scholarship |
| November 10 to December 8, 2026 | Submit the CSC application in CSC Central. You may apply to more than one course and university, but you can accept only one scholarship offer |
| March | Universities nominate their chosen candidates to the CSC. The page says March 2026, which looks like a carry-over from last year. We read it as March 2027, so confirm with your university |
| After nomination | The CSC checks eligibility, the university tells you that you are provisionally selected, and the CSC issues a Confirmation of Award once admission terms are agreed |
The 2026 course list gives a sense of what to expect. It is sorted under the six CSC development themes, and it includes examples such as the MSc Public Health for Global Practice at the London School of Hygiene and Tropical Medicine and the MSc Advanced Chemical Engineering at Imperial College London. Do not treat any 2026 course as available for 2027 until the new list appears.
Documents and the Application Form
- Proof of citizenship: a valid passport or national ID card showing your photo, date of birth and country of citizenship.
- Transcripts: full transcripts for all higher education, including results to date for any course you are studying now, with certified translations if they are not in English. If any transcript is missing or incomplete, the application is ineligible.
- References: the page says at least two, in PDF, signed, and either on letterhead or in an email that clearly shows the sender’s details. They are uploaded to CSC Central as part of your application.
The form itself asks you to list your qualifications, up to 10 publications and prizes, your employment history, your plan of study, your career plans for the five years after the scholarship, and your voluntary and leadership activities. It also asks for a personal statement and a four-part Development Impact statement covering the development issues you will address, how you will use your new skills, what you expect to change and who benefits, and how that impact could be measured.
The paperwork has one mismatch and one clue about what wins. The documents section needs references from at least two people, but the form asks you to list three referees, one of whom must be a current employer if you have one. Line up three before November 10 and keep all of them in PDF form. The clue is the selection criteria: academic merit, the quality of your research proposal, and the potential impact on your home country’s development. The CSC tells applicants to link every answer to those points, and the Development Impact statement is where most of that argument lives.
Use the CSC’s template form and guidance document to draft answers outside the system, then paste them in. The form uses two-factor authentication, so you need a smartphone or a second email address. Applications cannot be edited after you submit, refreshing the browser loses unsaved data, and the CSC says the system is very busy just before the deadline, so submit early.

Key Dates and Time Zone
| Item | Date |
|---|---|
| Applications open | Tuesday, November 10, 2026 |
| Applications close | 16:00 GMT, Tuesday, December 8, 2026 |
| Universities nominate candidates | March (the page says 2026, probably meaning 2027) |
| Study begins | September or October 2027 |
As our own calculation, 16:00 GMT on December 8 is 21:00 the same evening in Pakistan (UTC+5). As of October 30, 2026, the application opens in 11 days and closes in about five and a half weeks.
After You Are Selected: What the Handbook Requires
- Tell your CSC Programme Officer within one week of receiving the Handbook whether you accept.
- Return the signed Award Acceptance form and the Health and Disability form. The Confirmation of Award is issued only after both arrive. If more than one university nominated you, the CSC proceeds only with the university named on the first form you return.
- Apply for the Student visa with your Confirmation of Award, and take advice from your university’s international student advisers.
- Let your university book your flight. The Handbook says you may owe the cost of any flight you agreed to and then do not take.
- Study full time in the UK. Master’s scholars may travel overseas at their own expense for no more than two weeks and must tell the university and their Programme Officer. A scholarship cannot be extended.
- Return home before your visa ends, but not in its final week. The CSC supports extended leave only for a move from a Master’s to a PhD, with strict conditions.
The Handbook says that under no circumstances should you travel to the UK before the CSC has confirmed your scholarship and your university has advised on the visa and flight, and that under no circumstances should you arrange your own flight. The scheme page also says the CSC will not reimburse journeys made before the award is confirmed.
The two CSC pages differ on paid work. The scheme page says scholars must not take paid employment without the CSC’s prior approval, while the Handbook says to follow your university’s work rules and what your visa permits. Ask your Programme Officer before you accept any job.
Notes for Pakistani Applicants
Pakistan appears on the CSC’s eligible countries list, and the CSC describes no Pakistan-specific route or extra document. Three practical points follow from the rules. The permanent residence test means your home must be in Pakistan. The CSC does not explain how a Pakistani degree maps to a 2:1, so ask each university how it assesses yours. And because the CSC does not mention HEC attestation, check with the university which attestation it needs for admission.
